This CIEP Briefing paper looks at the drivers and key players of the current climate negotiations. Climate negotiations will only result in the necessary drastic transition of the global energy system when the underlying interests of all key players are better taken into account. The most probable outcome of the Copenhagen climate summit will be a framework that later has to be materialised by more concrete measures that reflect these underlying interests.
